In my Despatch No. 280 of the 8th. instant,
I mentioned that I had under Section of Ordinance No. 18 of 1900 refused to grant leases for certain land in New Kowloon and have referred the claims to such land to the Land Court to assess the compensation to be paid to the claimants.

On the 7th.December, 1901, the Land Court consisting at that time of Mr. H. E. Pollock, K.C., and Mr. H. H. J. Gompertz delivered judgment (copy enclosed) in a case
in which one Ho Lap Pun laid claim to a very large area of foreshore and seabed in Kowloon Bay (shewn within red lines on the annexed tracing) comprising the whole of the deep water frontage along the East shore of that Bay.

The judgment is, as you will observe, very vague and indefinite in its terms; and in March, 1902, the
Director of Public Works and Crown Solicitor were instructed to confer with the claimant and his Solicitor with a view to an agreement as to the precise position of the area to be leased by the Crown to Ho Lap Pan and the terms upon which the lease should be granted.
